Ottawa, October 8, 2026 – The federal government’s latest omnibus bill, C-39, further concentrates power away from communities into the hands of ministers and weakens environmental reviews. Bill C-39 creates too much political discretion to approve projects, which limits democratic accountability. Simultaneously, the bill raises serious questions about whether strong environmental safeguards will be maintained.

“By allowing cabinet and ministers to approve major projects, Bill C-39 reduces the independent review that keeps environmental decisions transparent and accountable, politicizing a process that should be evidence-based.” – Andrés Jiménez Monge, Executive Director

“Bill C-39 must be amended to require decision-making on national interest projects that ensures nature and biodiversity are protected and restored.” – Tony Morris, Conservation Policy and Campaigns Director
