Toronto, November 2, 2026 – On the very first day back at Queen’s Park, the Government of Ontario introduced a new omnibus bill (Bill 140, Building Ontario Faster Act, 2026) that proposes to take away Ontarians environmental rights. Bill 140 amends 21 pieces of legislation and creates three new acts. Of particular concern, are the amendments to the Environmental Bill of Rights, 1993.
With a step backwards for accountability and the rights of Ontarians to a healthy environment, the government is proposing to:
- Remove the restoration of the environment from the purpose of the act;
- Eliminate statements of environmental values previously required by relevant ministries;
- Repeal the ability of Ontarians to have government decisions impacting the environment reviewed or investigated; and
- Repeal the right for Ontarians to sue.
“The rights of Ontarians to participate in environmental decision-making and seek accountability for environmental harms are not red tape. Bill 140 takes away those rights and must be withdrawn or significantly amended.”
